answer: most people haven't found themselves in a situation that requires some helping hand to get out of a very very bad situation--that may change as the economy goes down the toilet. This could be some naivete on the part of those Americans who think they'll never find themselves behind the 8ball---I know it full well as I never thought I would be totally wiped out!

They don't have to actually manipulate numbers, it all depends on how you ask the question.
I favor tougher bankruptcy laws too:
For the multi-millionairs who move to TX or FL so they can keep their free and clear mansions, for the corporate officers who can keep their millions after they run their companies in the ground.
But everything's geared towards sucking a few more bucks out of people who got nothing as it is.
